According to this interesting blog entry, of course! "We make laws because we believe that some things are right and other things are wrong...." He quotes Elder Dallin H. Oaks, "As should be evident to every thinking person, a high proportion of all legislation has a moral base." After reading the blog, be sure to read the first comment at the end.

I would go further, ALL legislation is about enforcing morality.
